This legislation would kick in only if IL voters approve on the Nov. 2020 ballot the change to our state consitution, but here's what residents need to understand about the debate. As many of my colleagues brought up, nothing ties that hands of the majority party to hold to these proposed rates. Today they can say that only the very highest income earners will pay more, but they also said we'd see just a "temporary" income tax increase in 2011 (now it's permanent). If this amendment passes it'll be easier for the legislature to expand the net later–in fact, as our annual state budgets continue to bloom, they'll have to expand the net to cover the costs.
